As a member of the Departments Senior Executive Committee, held responsibility
for several branches mandated to promote management accountability and
overall organizational effectiveness. The branches included: Management
Audit and Operational Review, Evaluation Services, Project Management Services,
Management Support Services and Productivity Services. In addition to overall
management responsibilities, several significant initiatives undertaken
during this time included: Management Audit and Operational Review, Evaluation

Managed a project to resolve the delegations of authority and effective
decision making within Alberta Social Services. Reviewed the Department's
progress in delegating in delegating authority; indicated future directions
and set guidelines for delegation of authority.

Managed an internal senior review committee responsible for analysing privatization
of social service programs and support services.

Managed a project to develop management standards and processes. This included
identification of management functions and the development of standards
to assess the performance managers.
1981 to 1984 Project Management Director
Directed the following projects:

Designed, developed, and directed the Project Management Services Unit.
Developed resource tools, established project management systems and directly
managed the more complex departmental projects.

Conducted organizational and program redesign projects including a review
of child welfare services. This project included responsibility to analyse
policy, procedures and delivery operation within six regions in Alberta.

Managed the transfer of the Young Offenders Program from the Department
of Social Services to Alberta Solicitor General. This involved extensive
planning and negotiation; recommended and negotiated changes to Young Offender
legislation, programs and services.

Designed and managed the decentralization of the program, delivery operations
and authorities of the Alberta Department of Social Services and Community
Health, including the strategic planning and implementation of employee
programs, position transfers, reallocating of functions and resources,
staff training and orientation of regional directors.

Conducted an organizational review of corporate planning and management
support structures. As a consultant to the Associate Deputy Minister, designed
the role and organizational structure of the Planning Secretariat.
1979 to 1981 Director, Provincial Day Care Program

As the province's founding Day Care Director, established and managed the
programs. Established the policy framework, legislation and regulations,
guidelines, management and professional staffing. This involved extensive
negotiations with community day care operators; media and public relations
and effective representation of government policies and expectations.
